The purpose of this position is to manage and enable the evolution of application development services in an outsourced/brokered delivery model, align service delivery in the development space with the desired business unit needs, and to lead the establishment and direction of service levels, metrics, and reporting for brokered application development services. This position will also provide a general level of subject matter expertise surrounding current and evolving application development solutions, industry standards, best practices, and opportunities. Hands-on technical skills, including the ability to read code is important to this role. Specifically, web development in C#, .Net Microsoft Stack and SQL are necessary skills.
Individuals in this job will work at a varying depth at the project level with cross-functional project teams consisting of technical and business unit team members and must have professional level client service and brokered service management skills including an exceptional ability to communicate, negotiate, manage contracts to agreed deliverables and terms, act as the technical lead and solution architect on assigned efforts and implement successful working processes for the outsourced teams which they will manage.
The successful candidate must understand the procedures, process, and expected system performance associated with the introduction of new information technologies and systems while seeking ways to collaborate with other IT members and vendors to facilitate transitions and standards. They share responsibility with other team members to ensure on-time, on-budget, on-scope product delivery.
The responsibilities of the individual in this position include:
- Proactively manage outsourced application development services including code and architecture reviews, design and delivery approvals, monitoring of service and performance metrics, incident and project risk escalation, client and delivery team communication facilitation, and collaborating with IT service domains
- Ensure successful delivery of complex business applications with high quality, supportability, and maintainability within designated budgets and timelines
- Manage and support activities and processes related to enabling business driven, measurable, value aligned solutions, improvements or changes to the brokered service delivery model.
- Manage all aspects of a traditional SDLC model including solution analysis, design, development, quality testing, rollout and support readiness for assigned projects.
- Be an honest broker for business unit customers and the vendor alike by breaking down road blocks, clearing problems, managing priorities and setting expectations.
- Act as a subject matter expert in the architecture and design, the application of business objectives, and options and alternatives for service delivery.
- Ensure communications and process with vendor and business unit customers are consistent across the entire team and are aligned with IT direction and policies.
- Assist the Manager of Application Delivery in adhering to published Software Development Lifecycle policies.
- Participate in architecture evolution, standards definition, and process improvements.
- Work with vendor to target areas of innovation, improvement, and incremental value-add.
- Remain current with industry brokered service and technology trends, costs and strategies as well as Russell Investments' business directions.
- Foster and maintain good relationships with customers and IT colleagues.
